A recital is part of the preamble to the GDPR — it explains the reasoning and intent behind the enacting articles. Recitals are not binding in themselves but are used to interpret the Regulation.
Each supervisory authority should, where appropriate, participate in joint operations with other supervisory authorities. 2 The requested supervisory authority should be obliged to respond to the request within a specified time period.
